Why no #28 car?

Robert Yates Racing held the #28 for years and continued to use it after Davey Allison's death. It has been an unused number since RYR shut down a number of years ago. Why has it not been used since then? If the #3 and #43 can be used today, so can the #28.

Most likely because no one has asked to use it.

I believe someone asked to use it at one point and Robert asked that it not be used. I think Jr actually asked about it when he went to HMS and that's how he ended up with the 88 instead.
