No idea why Piastri felt the need to do that. The McLaren has proven exceptionally better than the low downforce setup Red Bull put on Max’s car this weekend. He wasn’t a threat.

I get that, but if a car slows or stops under SC, those behind him can't go around? There's no minimum speed rule under SC?

When the SC is out they have to remain within 10 car lengths of the safety car (or the driver ahead respectively). Vettel was notably penalized for that at Hungary in 2010.
When the SC ends the leader controls the restart but he isn't allowed to slow down excessively.
Passing under SC isn't allowed either but going by briefly (as Max did) to avoid a crash is OK.
