Because Kevin is the best driver there.

You look at the Gibbs, Hendrick and Penske teams and the drivers are all fairly equal. Sharing setups and information elevates all of them.
I can't imagine that the feedback Harvick gets from the other drivers on his team helps him a whole lot.
More likely, Harvick's team gets their car set up and the other teams just copy that.
