Correct. The car can go to the garage to repair something mechanical without penalty.

Problem is it's either that by letting the race play out naturally or fake debris cautions. I like to think this shows how strong the #4 car is today.

Atlanta always has very few cars on the lead lap at the end. Tires and long green runs.
