It's just a lack of clarity of the rules. Either let all of the lapped cars pass or let them stay in place, Mercedes has a case here. I'm certain nothing will change though.

That isn't the issue, as F1 procedures have been consistent on that point. It's the way they released only some lapped cars after saying they wouldn't, and rushed the restart to produce that finish.

We're definitely in "Give the fans a show" territory here.

That was very entertaining though, the season was amazing. Hopefully 2022 will be even better in terms of competition, I hope everyone involved has a wonderful off-season.
