Pretty sure they'll be using Roush Yates engines. It will be up to SHR to get them to perform just like Penske does.
Sometimes people have trouble remembering Roush-Fenway Racing and Roush-Yates Engines are two separate organizations. The performance of one doesn't necessarily reflect on the other.

HAMPTON, Ga. -- The addition of Stewart-Haas Racing to Ford in 2017 will mean an increased workload for Roush Yates Engines, the company that supplies Ford power to teams in all three of NASCAR's national series.

But it means much more than the 60 or so additional engines the supplier will have to produce, according to CEO Doug Yates.

Seriously, the #21 Ford and #77 Toyota may not be chartered at this time, but expect them to be in the starting lineup every week. That makes 15-15-8

There are a few charters floating around with little interest by purchasers. I think I read the 77 got one and by Tona the 21 should have one also.
