What about races that end short of the advertised distance? Rain, darkness, etc.?

Hadn't thought of that so I'll enhance the boldness of the prediction to simply read . . .

Each of the 36 Cup points paying races will end at the advertised distance.

Each of the 36 Cup points paying races will end at the advertised distance, i.e. no Cup race will end in "overtime."

This is more bold than my overtime prediction last year.
