There are some things that are good with a Benevolent Dictator, they can adjust to changing situations such as caution 25 laps into a race after rain scrubs the track to let teams check tire wear. Or when we noticed the cars crabbing down the straights - the cars were legal but they changed the rules to stop that goofy deal. Do you remember Ricky Rudd blatantly spinning out the leader Davy Allison, they took the win away from Rudd right away.
There are bad things too like penalizing a driver in Cup for something done in Nationwide or just plan getting it wrong (Robby Gordon looses his proper restart position in Nationwide comes to mind).
Take F1 when they ruined the Grand Prix at Indy for example, the rules were followed, there was no flexibility. I assume there is a NASCAR technical rule book for for race teams. They adjust the rules as needed when cleaver crew chiefs play with the gray areas.
NASCAR mostly works.
