This means more opportunity for cautions in that pit 'delta' (the word of the day, apparently).

Not necessarily. I think the only way this strategy would work is at a road course, Pocono, or Indy even if there would be cautions. Indy is big enough to where a driver could pit early in a run and not go a lap down, and this would benefit them whether a caution comes out or if it stays green for a while.Penske strategy makes no sense.
