I've seen them run 20 laps under "green/yellow" condition before.

Cars are slowing down and doubling up... getting set to go green, for real.
A few years ago at Martinsville, they raced in very light rain on slicks. Hell, I've seen asphalt late models race at Old Dominion (an already extremely slick POS racetrack) in a downpour on slicks.
Martinsville and Richmond are two very different speeds for short tracks, the speeds they run here I'm not quite sure it would work but that's just how I've heard things about them.
