The penalty is too stiff. With 2 different appeals coming up they need to treat them completly different.
Both are rules infractions but with the Penske cars they were looking for an advantage and their appeal will be about working within the rules.
On the other hand the Gibbs penalty is for an infraction that gave no performance advantage whatsoever and should be treated as such.
Both are rules infractions but the severity of the penalties for Gibbs is just plain unfair.
