Not a joke. A joke would be to allow the 2nd place car to guess of jumping the restart just perfectly, thus gaining an advantage, but if he guesses wrong he just relinquishes the position. The policy stated by Richard Buck is (a) Nascar's long established policy, and (b) the only way to preserve the slight advantage the leader has earned and is supposed to have.
