No. Because he still scored enough points to win the championship without those 3 races. Didn't need no resets, didn't need anything fancy. He scored more points than anyone else, with 3 less races.
More importantly, he didn't need any help from the FIA to be in contention. He was the best driver and car and accumulated more points than anyone else. Sounds like the guy who should be champion to me.
 
That's part of the deal in return for funding, yes.
Then it's not likely for them to put in a sub if a driver who locks up the title early or just wants to take a week off. Between that requirement, sponsorship obligations, and part-time teams being uncompetitive, there's little justification for worrying about the eventual champion having voluntarily skipped races during the season.

So another argument supporting the playoffs doesn't stand up under examination.
