I wouldn't think they would be a step down at all considering how he is doing this year. Sometimes a change is needed. Since the Gibbs cars aren't tearing things up like they are used to I just wonder if it is more a problem of them being able to get a car on the track that the drivers like and is competitive. I'd bet that Matt would go to either of the teams if given a chance and be grateful to get a chance to rub it in Gibbs face that they let him go.Can you think of an available ride you'd rather see him in? Logically, your point makes sense, but I completely disagree (of course). Gibbs will be the top dog as long as they want to be IMO. In this, I am quite sure.
