On top of 55 mph, which can be fatal if you're hit at that speed (read your local paper, happens all the time). Plus, the fact that teams are quite literally told by NASCAR where they can speed. 55+5=60 and then you can probably gas up to 10mph more in between the loops... that's 70 mph.
