I agree, it's a stupid rule, but there shouldn't be any discrepancy in the enforcement. Kyle was on Regan's bumped from the start/finish line to turn 3.

Exactly, remember when the cup guys went around in 1 single line for 7/8 of the race because NASCAR imposed the no touching rule.... This is just as stupid
