Football was meant to be violent, pussifying the sport is ruining it. I'm all for safety, but what this is going to do is pretty much eliminate the running game. On every running play a penalty could be called with this new rule, it's ridiculous and like you said the flow of the game will suffer. Nascar did make significant changes and deaths have stopped. Dementia is an epidemic for former players.
How about nascar makes a rule that you can't bump anyone, because it could cause a wreck which might hurt someone. Actually let's ban cars altogether since they cause so many deaths. Also let's ban sexual intercourse because there's a chance you could spread an STD.
Spot on I totally agree.What they need to do is put more emphasis on proper tackling form at the lower levels. Have a penalty like this in Pop Warner and high school ball, so these kids will already have it ingrained in them by the time they get to college. Until the NFL hires full time refs that can prove their competency, adding more rules relying on judgement calls is a terrible decision. It might make the game 1% safer for a couple guys, but at what cost? Quite frankly, I think the NFL is just sick of former players trying to sue them because they are broke and want a second shot to cash in long after their playing days are over. The whole CTE thing is low hanging fruit. It's not the NFL's fault that head injuries exist. Freedom of choice is a beautiful thing.
They should spend more time/money developing better helmets. Make the game safer if it makes sense, but don't trash it up with more rules and penalties because you want to APPEAR to be making it safer.

I believe the long-term value of taking a RB that high is not that good. Short shelf life. A QB can give you well over a decade and are much more vital to the offense as a whole. You can platoon/running back by committee/whatever at RB with lower round picks.?

He'll be the next great NFL RB from Penn State, just like Blair Thomas, Ki-Jana Carter, and Curtis Enis.Barkley is extremely overrated IMO. He is GREAT in open space, but he's not a traditional between the tackles RB. Honestly I think Sony Michel is the better player.
