According to SMI, Bob Bahre agreed with local authorities that the track would not install lights, and these authorities are unwilling to change the agreement. Marcus Smith said that yesterday. Music festivals are also prohibited. There is a history of rowdy behavior at the track, so maybe that is behind the local attitudes.I really don't see why Loudon would have an issue getting a night race. When Darlington had two dates, I always attended the spring race but rarely Labor Day.  But since it's now the only weekend left, I put up with the temperature to see great racing at the closest track.
