I'd be ok with throwing it for the 1 and 3, that would have solved the blocking problem.In this instance would you have thrown the black flag on the 1, 3, 20, 23 & 24 and then impose fines and such after the race?

I would have given the 23 the benefit of doubt but after tearing the car down and finding nothing wrong I would have dropped the hammer so hard on them. Talking like suspending the team from competition next week.
The 20 you have to penalize because clearly he rode the wall and that's black and white. Not sure what the penalty for that is but to me it should just be a DQ.
I guess the 24 shakes out where he is after the 1 and 3 are black flagged

To me it doesn't really matter once it's apparent they're blocking you black flag them.
