I figured he was multiple laps down after two speeding penalties

Not sure but I think he served the first penalty under the caution that was in effect at the time. Which put him at the back of the line but still on the lead lap, the 2nd penalty served after the green and then he went a lap down.

^ All of the above is purely speculation.
