Chase Elliot and that 9 team are the dominant leaders of that tier just below the elite 4 or so drivers. Speed aside, they just have issues executing/things just not going their way. Just hasn't made that jump to championship favorite / contender yet.

He only raced like 6 races for JGR? Only 2 of those was outside the top 10. One of those 2 was 12th. His only bad finish with that team was 31st and that was at Dega.
