Why are the announcers talking about NASCAR throwing a caution as if it's a legit thing?

These guys run out infront of moving cars multiple times per race, putting themselves in far more danger than a rogue tire sitting in the grass.

Using ‘danger’ to justify a yellow like this would be cheap and basically race manipulation by NASCAR choosing when to throw a yellow whenever they want.

You have to be crapping me. I’m a fan of a guy that needed that yellow, but come the heck on NASCAR
 
This is some bull. Last time there was a tire in the grass they threw the yellow immediately. Why penalize the team, and not throw the yellow? Bull pucky
