The limits exist for a reason. Nobody cares if Ryan Preece, with 0 cup wins to his name, wants to enter a truck race. A lot of people care when one of Cup's best drivers, with over 1,000 NASCAR starts, two Cup titles, and 60 Cup wins, tries to run half the minor league schedule in elite equipment. Pretending like you don't understand the difference is beyond silly.
The ultimate goal has already been achieved. Cup drivers are now limited to a half dozen Xfinity/Trucks starts a year. I'm fine with that, regardless of which drivers choose to participate in the lower series.
